Cebu isn't "Manila but farther away": it has its own gateway
When you look up how to send something to Cebu, almost everything you find is written for Manila and then tells you to "add a few days." And it's true it takes a bit longer. But there's one detail that changes the story and that almost nobody mentions: Cebu has its own international airport, the Mactan-Cebu International Airport (MCIA), on the island of Mactan.
That matters. It means a shipment bound for Cebu doesn't always have to land in Manila, clear customs there, and then cross the archipelago. In some cases it can come in directly through Mactan. For one of the largest metropolitan areas in the Philippines —Cebu is the second, the famous "Queen City of the South"— that's the difference between treating the city as a pass-through province or as what it really is: a top-tier destination with its own gateway.
In this guide we explain how to ship to Cebu from Barcelona honestly: what comes in through MCIA, how it's delivered across Cebu City, Mandaue and Lapu-Lapu, how long it really takes (yes, the Visayas add a few days) and when air makes sense versus sea.
TL;DR. Shipping to Cebu from Spain takes 2-7 business days for documents and 7-15 days for an air balikbayan, adding +2-3 days for being Visayas rather than Manila. Sea runs 45-75 days. Cebu has its own airport (MCIA), so part of the cargo comes in directly through Mactan without passing through Manila. Closed price on WhatsApp within 2 hours.
Why MCIA changes things
Shipping to a Philippine province without an international airport almost always means the same thing: the goods come in through Manila (NAIA), clear customs there, and then travel overland and by sea to the final destination. Each hop adds time and handling.
Cebu plays in another league. The Mactan-Cebu International Airport (MCIA) sits on the island of Mactan, right next to Lapu-Lapu City, and can act as a customs entry point alternative to NAIA Manila for some shipments. In other words: part of the cargo bound for Cebu doesn't have to make the detour through the capital.
This doesn't make Cebu faster than Manila —it's still farther from Europe and the Visayas add days—, but it does remove a bottleneck that "inland" provinces suffer. That's why we treat Cebu as a destination with its own identity and not as just another line in the province table.
The three cities of the Cebu metropolitan area
When someone says "send it to Cebu," they usually mean one of these three, all within the metropolitan area:
- Cebu City — the commercial and residential heart, on the main island of Cebu.
- Mandaue City — the industrial and business zone, just north of Cebu City.
- Lapu-Lapu City (Mactan island) — home to MCIA airport and much of the resorts and new residential areas.
Cebu City and Mactan are linked by bridges, so in practice they work as a single conurbation. When you ask for a quote, tell us the exact neighborhood or municipality: delivering to downtown Cebu City isn't the same as delivering to a residential development in Lapu-Lapu.
Real delivery times for Cebu (Visayas add days, we'll tell you straight)
Let's be honest: Cebu takes a bit longer than Manila. It's in the Central Visayas region, and that typically adds +2-3 days over the base Manila time. We tell you up front so you can plan well, not to sell you smoke.
| Shipping type | Base time (Manila) | Time to Cebu (Visayas +2-3 days) |
| Documents (Spain ↔ Philippines) | 2–7 business days | 4–10 business days |
| Small air package | 7–14 days | 9–17 days |
| Air balikbayan | 7–15 days | 9–18 days |
| Sea balikbayan | 45–75 days | 47–78 days |
| DHL / FedEx Express | 3–7 days | 5–10 days |
The time to Cebu is the Manila base plus the Visayas zone modifier. For urgent documents with a deadline (a power of attorney, an apostille, an immigration procedure), that margin of days matters, so send it with plenty of room.
Honest note: the MCIA entry timing doesn't always apply to every shipment. When the cargo comes in directly through Mactan, you save the detour through Manila; when it consolidates via NAIA, the +2-3 Visayas modifier applies all the same. In the quote we tell you which route your shipment takes.
Balikbayan to Cebu: always by air, and the urgent ones by hand
For Acacia, "balikbayan" always means air. We don't put your box in a container that takes months and call it balikbayan: that's the sea service, and we make it clear separately.
The differentiator with urgent shipments to Cebu is simple: we carry them by hand to the airport. When there's a date that can't be moved —a birthday, a graduation at a Cebu City university, an order that absolutely has to arrive—, we don't leave it in the general queue.
The balikbayan exemption also applies to Cebu
It doesn't matter whether your recipient lives in Cebu City or in Manila: the balikbayan exemption works the same across the whole country. In short:
- Up to PHP 150,000 (about €2,500) in goods value, tax-free.
- Maximum 3 boxes per year per recipient.
- Personal use only (not for resale).
- A properly done packing list is essential, with what's inside.
If you want the fine detail on how to declare the contents and avoid surprises at customs, we cover it in the Philippine customs guide for personal shipments and in the air balikbayan box guide from Europe to the Philippines.
Air or sea for Cebu? When each one makes sense
The eternal question, and for Cebu it has its own nuances because of the MCIA entry.
Air makes sense if…
- There's a date involved (a holiday, graduation, a deadline-bound procedure).
- You're sending documents or valuable things you don't want in transit for two months.
- The volume is moderate (one or a few boxes) and you'd rather have it sorted in 1-2 weeks.
- You want to take advantage of part of the cargo coming in directly through Mactan without passing through Manila.
Indicative time: 9-18 days for an air balikbayan to Cebu.
Sea makes sense if…
- You're sending a lot of volume (a partial move, several large boxes, furniture).
- You're in no rush and what you're sending doesn't expire or have a date.
- The savings per kilo make the wait worth it.
Indicative time: 47-78 days for Cebu by sea. If it's for Christmas, the sea shipment has to leave very far in advance.

Frequently asked questions about shipping to Cebu
How long does a shipment to Cebu from Spain take?
It depends on the type: 4-10 business days for documents, 9-17 days for a small air package and 9-18 days for an air balikbayan. Sea runs 47-78 days. These are the Manila base times plus the +2-3 days specific to the Visayas. We give you an estimated date in the quote.
Does my shipment to Cebu go through Manila?
Not always. Cebu has its own international airport (MCIA, on Mactan), which can act as a customs entry point alternative to NAIA Manila. When your cargo comes in directly through Mactan, you save the detour; when it consolidates via Manila, the +2-3 Visayas modifier applies all the same. In the quote we tell you which route it takes.
Do you deliver to Cebu City, Mandaue and Lapu-Lapu?
Yes, all three are within the Cebu metropolitan area and linked to Mactan by bridges. When you ask for a quote, tell us the exact municipality and neighborhood: downtown Cebu City and a residential development in Lapu-Lapu don't deliver equally fast.
Does the balikbayan exemption work the same in Cebu as in Manila?
Yes. It's a national rule: up to PHP 150,000 (~€2,500), maximum 3 boxes per year per recipient, personal use only and with a packing list. It doesn't change for shipping to Cebu instead of Manila.
How much does it cost to ship to Cebu?
We don't work with a fixed rate sheet, because it depends on the weight, the volume and the shipping type. We give you a closed price on WhatsApp within 2 hours, with no surprises afterward.
