For civil-status documents and a few more, no apostille or legalisation is needed between Spain and Belgium: an EU regulation says so. What may remain is translation.
The Spanish authority that issues it
The Civil Registry for birth and marriage, the Central Criminal Records Registry for criminal records, the town hall for residence.
The multilingual form, if you need it
For several of those documents there is a standard form in every EU language. You request it from the same authority that issues the original, and it travels attached to it.
No apostille
Regulation (EU) 2016/1191 exempts the public documents it covers from apostille and legalisation when they go from one member state to another.
The shipment
We collect in Spain and deliver in Belgium. It's the only step that's ours.
The Belgian authority that receives it
It decides whether to ask for a translation into French, Dutch or German. With the multilingual form it can only ask in exceptional cases, and it must accept a sworn translation made in any member state.
